Application steps
- Get admission to a HESLB-eligible institution.
- Prepare all required documents (checklist below).
- Create an OLAMS account on olams.heslb.go.tz.
- Fill in the means testing questionnaire truthfully.
- Upload documents and submit before the deadline.
- Track the status of your application on OLAMS.
Common mistakes
- • Submitting without a valid admission letter.
- • Mismatched names across birth certificate, ID and admission letter.
- • Unclear or cropped scans of documents.
- • Waiting until the last day to submit.
- • Not saving the confirmation slip.

Am I guaranteed a loan if I qualify academically?
No. HESLB uses means testing in addition to academic eligibility, and awards depend on annual budget.
Can I apply before I receive my admission letter?
You can prepare documents in advance but final submission requires a valid admission letter.
HESLB and the respective financing provider make the final loan or scholarship decision. Applications must be completed through the official HESLB system.
